I disagree with your disapproval of my Transmittal No. for (describe material). The material submitted for approval meets the contract in all material respects.

I will proceed to procure other materials complying with your disapproval comments, and consider this to be a change to the contract. This problem may delay work in this area, and completion of the work as a whole. I will forward a Request for Equitable Adjustment for this change in the near future.
