Dear Sir:

I am requesting immediate payment of the monies withheld on the referenced progress payment, in the amount of $ . This money has been improperly withheld and is causing me damages.

I am a small business contractor without unlimited resources. Without my earned progress payment, I cannot fully pay my sub-contractors and suppliers, nor am I able to continue with the work. I consider this improper action of the Government to be an abuse of discretion and a material breach of contract.

I would like a meeting with the Contracting Officer as soon as possible to discuss this matter.
