Dear Sir:

Because of the Government’s improper withholding of the earned contract money due me, I am immediately ceasing work on this project until I get paid. I am requesting immediate payment of the monies withheld on the referenced progress payment. This money has been improperly withheld and is causing me severe damage.

I am a small business contractor with limited resources. Without my earned progress payment, I cannot fully pay my sub-contractors and suppliers, nor am I able to continue with the work. I consider this improper action of the Government to be an abuse of discretion and a material breach of contract. I would like to complete this project, but cannot do so without my progress payments.

I am requesting a meeting with the Contracting Officer as soon as possible to discuss this matter.
